Reset skill option

This is for all the skillers out there. We need a ::ResetSkillAttack or ::RSAttack. We need this because when a skiller has all 99's or sumthin like that, and he accidentally hits a guard while thieving, he is totally messed up. I think lots of people would like this because it is realy annoying to have to sart over a skiller pure. You can always just keep those combat skills, but its not the same.
